Professional Services

Mr. Steen has rendered professional civil engineering and surveying services over a wide range of the civil and municipal engineering field. Mr. Steen’s principal practice is general civil engineering with specialization in the areas of municipal improvements, land planning and subdivision development, drainage and flood control, water and sewer utility system analysis and design, and as an expert witness in litigation matters. He has directed the civil engineering, planning and design of two major shopping centers and the warehouse facility for the Fed Mart Corp.; several units of the Via Sorrento Valley Industrial Park for Industrial Developers Ltd.; various major highway projects in the San Diego area, including North Harbor Drive from the San Diego International Airport to the Naval Estuary, Pomerado Road from Stone Canyon Road to Avenida La Valencia, and the Otay Lakes Road from Telegraph Canyon Road to Otay Lakes, Beyer Boulevard from Iris Street for 1.7 miles to Main Street; recreational projects have included the Sheraton Marina for the Sheraton Hotel on Harbor Island in San Diego Bay and the Mission Point and Bayside Walk recreation development in Mission Bay Park for the City of San Diego; major utility projects have included a complete sewer and water system analysis in the Rancho Bernardo Industrial Park for the Sony Manufacturing Company of America’s multi-million dollar expansion of their facilities in Rancho Bernardo ; Multi-Phase Gas Transmission and Distribution Systems in Camp Pendleton for the U.S. Navy, and the sewer and storm drain relocation and system expansion in downtown La Mesa for the La Mesa Village Plaza Redevelopment project.

Professional Affiliations

Mr. Steen is a Past State President and Honorary Director of the Consulting Engineers and Land Surveyors of California, with headquarters located in Sacramento, and also a Past President of the San Diego Chapter of the Consulting Engineers and Land Surveyors of California; member of the American Society of Civil Engineers; member of the American Public Works Association; member of the American Society of Testing Materials; member of the Society of American Military Engineers and has been an Assistant Professor in Civil Engineering at San Diego State University.
